Rosatom held a seminar in Bishkek on nuclear infrastructure development

17.05.2024

The event was aimed to develop competencies in the country necessary to implement projects in nuclear power industry

A training seminar was held in Bishkek (the Kyrgyz Republic) on 16-17 May 2024 on formation of the Nuclear Energy Program Implementing Organization (NEPIO), drafting national policy, strategy and program to develop a small capacity nuclear power plant (SNNP) project. Rusatom Service JSC, an organization of Rosatom State Corporation, hosted the seminar.

The seminar was aimed at developing competencies and exchanging experience in the field of nuclear energy planning, establishing and developing an organization responsible for improving nuclear infrastructure and planning nuclear projects.

‘It is important to work in a coordinated manner on a set of issues in the field of nuclear energy use with primary importance of health, safety, environmental protection and achievement of the UN Sustainable Development Goals. It is necessary to take into account the experience and best practices of other countries, requirements of international nuclear conventions, IAEA safety standards in the development of nuclear infrastructure and to develop for this purpose partnerships and cooperation programs for many years ahead, during planning and construction of the SNPP project and beyond,” - said in his opening speech Talaibek Baigaziev, Deputy Minister of Energy of the Kyrgyz Republic.

The seminar was moderated by Yulia Chernyakhovskaya, Deputy General Director of the Rusatom Service JSC branch. The CIS Economic Council approved in 2022 a program to develop national nuclear infrastructures in CIS member states and an action plan for its implementation. Rusatom Service JSC was appointed by the CIS Economic Council as the base organization in the CIS area to support the national nuclear infrastructures development and program and plan implementation.

“In order to develop nuclear projects, it is necessary to have a regulatory framework for regulating activities, competent personnel, quality assurance tools, and a nuclear security infrastructure. There shall be a high safety culture. The development of nuclear infrastructure is a national responsibility of the country that decides to use nuclear technology. The nuclear infrastructure development is a continuous process of analysis and improvement” said Julia Chernyakhovskaya in her opening speech. She noted that while implementing projects abroad, Rosatom works closely with national authorities to create nuclear infrastructure to support project safety. “We assist in assessment of current infrastructure, in drafting a roadmap for its development for the nuclear project and its implementation, help to create a regulatory and legal framework, and provide the project with competent personnel” says Yulia Chernyakhovskaya.

The seminar participants were heads and experts of relevant ministries, agencies and scientific organizations responsible for aspects of nuclear infrastructure development in the Kyrgyz Republic. Experts from ROSATOM and IAEA during the seminar together with invited experts from CIS member states, presented the challenges that arise in the field of nuclear infrastructure development when deciding on a nuclear project and its further planning, and described successful practices and approaches. In particular, representatives of the Agency for Development of Atomic Energy under the Ministry of Energy of the Republic of Uzbekistan shared their experience in the field of preparation and mechanisms of implementation of nuclear energy development concept in the Republic of Uzbekistan. Representatives of the Department of Nuclear Energy of the Ministry of Energy of the Republic of Belarus presented their experience in establishing and operating NEPIO as part of nuclear infrastructure improvement in the Republic of Belarus.

The seminar program was focused on practical skills development, involving participants working in groups to draft roadmaps to develop nuclear infrastructure components, including consulting in the field of regulatory and legal development, nuclear and radiation safety, and the safe management of radioactive waste and spent nuclear fuel.
